but i think what Lavar is saying is pretty clear once you get through all the Lavar-isms.
it sounds like, according to Lavar, before Trump got involved, the wheels were already in motion to get the boys out. Trump inserted himself, rightfully, and either sealed the deal or threw in his two cents as the most powerful man in the world. Lavar is basically saying this is the bare minimum and seems to doubt the outcome would have been different minus Trump's involvement, which wasnt a major act considering he was literally already meeting with the Chinese head of state.
Most people would just thank Trump anyway, regardless of actual impact but considering who Trump is and how he kinda used the incident to praise himself, Lavar feels within his rights to not bother with an empty thank you. plus, he cant resist the attention lol.
