They made a big deal about him poring through the realm's finances when he was MoC for Joffrey, and how Littlefinger had just been moving debt.

At the very least, he knew that the realm didn't control as much as the crown had borrowed, or at least that Tywin had already committed considerable funds to the Iron Throne.
