No random (Russian posing as American) stranger is going to go up to a senator out of nowhere at some cocktail party and start a convo
the ambassador or other high profile big shot opens him up, establishes "cordial" relationship, then the underlings take it from there
By the way, anyone with a security clearance is required to report foreign contacts immediately if not soon (c) also, don't perjure yourself
