It's not that they value a more toxic environment, it's that they get to tell advertisers that they have X number of daily active users. The bigger the number, the better their bargaining position. Twitter doesn't necessarily have to reveal that a vast majority of those users are trolls.

Facebook has less trolls because it's invite only. The user cultivates his/her circle of followers. On twitter, unless you want to spend your life blocking people, anyone can get at you by default.

Agreed. But it's too late now for the reasons I outlined above. How do I know this? Because this shit has come up time and time again for years already and the execs at Twitter know already. They won't do anything about because they desperately need those numbers. End of.
