maybe that's a fine on drivers who are caught operating w/the license?

here's the city's chauffeur license application. it mentions a $15 fee:

this ain't bad at all in terms of cost. i dunno what the writer is crying about. sure it's a little arduous w/the all of the applying and background checking. but other than that it doesn't seem so burdensome that this will mean the 'end of ridesharing in Chicago'. unless i'm missing something i think this article is doing too much.
