You’d rather deal with people you can’t name who did things you can’t describe at a time you can’t recall in a place you can’t locate than convict the guy with actual allegations from actual people with actual details.

Yeah, that’s pretty much the definition of caping.

By that definition everyone who hasn’t been caught or convicted has already “skated”, so why convict them NOW?
