some ppl feel that cops- as an institution- have not done anything to earn the communities trust.
some ppl feel the cops have not demonstrated an ability to
improve the lives of the community when called.
this distrust is not unearned,
And it doesn't mean folks that don't call the cops
are complicit about crime in their communities
