Where the couple is making plans about the future and they get hit and the guy gets launched out of the car. Why wouldn't the airbags deploy?

i believe airbags are designed to be used w/seat belts. if the bags didn't deploy maybe it's b/c he wasn't buckled in? and if they did deploy i dunno if they'd be effective since he wasn't buckled. he might be launched over the top of the steering wheel airbag b/c he was unbelted.

I know the commercial but cant remember if it was a front end collision or they were t-boned. Dont the air bags only deployed in a front end collision? Unless of course there are side impact air bags.
