she's wearing a one-piece something (underwear or swimsuit) on purpose - i think she wants the picture to be revealing. and indeed posing on a magazine cover in that clothing is revealing. i suspect the point is that she has nothing to hide...or at least not much to hide.
but then she keeps it classy by NOT being sexy or vulgar.
