It really depends on the person, how well they can carry the look and how well they can execute it. There are a lot of poorly executed black barbies running around just piling on contour and 10 inch lashes. There are others who are so good that they are basically doing efx makeup... lol, especially considering what they are working with.
I like to beat my face to the gods occasionally but most days I'm very ashy. There is no way I could keep that up daily, shit is exhausting.

The whole look is very influenced by drag makeup and culture. The shit is interesting. The rise of instagram and facebook has made the whole world feel like it's on a stage and therefore should be in stage makeup.
