Slide HR an anonymous email claiming this guy has a drug and drinking problem.
Casually suggest to HR the need for drug tests.
Anonymously drop the fact that his father is cheating on his mother, his mother is cheating on his father, and he's a bastard child.
Anonymously tip the cops and report drug activity in dude's apartment.
Finally, if he's sending your sister-in-law texts then that's proof. That is enough to get him fired. Get him fired and have a restraining order waiting on him as they walk him out of the office.
Tell the police he's flagrantly spreading STDs.
