If the scapegoat is black then the desired outcome is greater support for any form of violent policing against blacks in particular. In effect proving to the minority of white people and remaining non-whites that violence is the only way to deal with black people.

If it's domestic terrorism as the boogeyman then the goal is to limit rights and to gain public support for such limitations.

It is certainly possible that it's just a fringe person or persons, but in that case remember Charles Manson and his goal in murdering all those folks was to start a race riot by trying to pin the murders on black people.

6. Shot officers were hit by graze wounds, basically. Pretty convenient - officers shot but their lives were not endangered.

7. Within hours/minutes police know the 2 officers were the targets.

8. The officers weren't even Ferguson PD.

9. This confirms all of the local police concerns in a way that doesn't hurt the police department of the officers who were shot. It's too convenient.

They were just lucky that they were not killed.

Ain't no sniper in the world going to be able to execute a shot to the face with the intent to graze.

Protestors did not create a hostile atmosphere towards police.

If the residents of Ferguson kept it clean for the most part during this entire ordeal then why go crazy now? This is very fishy and seems incredibly suspect. Responding with violence especially agains towards police is never the answer.
