Well, let's take some of the subjectivity out of it.
I color picked a sample area from each color.
The "white/blue" is RGB 126, 35, 164, which in no way, shape or form is 240, 240, 240 white. It just isn't. It's not even gray. It's undoubtedly some form of blue.
The "gold/black" is RGB 109, 90, 50, which in no way, shape or form is 0, 0, 0 black. Indeed, it's very much in the gold realm.
So, the dress is blue and gold.
Plug those numbers into your favorite RGB color display (for instance http://rapidtables.com/web/color/RGB_Color.htm ) and see for yourself.
