i'm not saying they should be encouraged.

but they're already doing it. and they're doing it dangerously. and legal prohibitions don't keep them from doing it.

so let's stop acting brand new and accept that we've lost the fight - 18 yr olds drink booze. let's manage the process and do what we can to keep them and us safe.
