This comment to a rolling stone article about the song says it all:

He's calling out the African American community for reacting so voraciously when a white police officer kills a young black man, yet they go on with their day-to-day gang violence of black on black crime ("hypocrites"). So yeah...I'd say it's pretty powerful for those that can digest the lyrics.

Take away the black power window dressing, it's still a conservative message.
