You can still tell his mother so that she can help him learn better. Small children can think in abstracts, so they are prone to give concrete answers and they look for adult responses for reassurance of right and wrong answers. When you told him that you were going to tell his mother, he was probably associating that phrase with being punished for something wrong. He may not have understood his word association with a wrong action. He's juts 3 yrs old.
