Nigeria is one of the world's largest exporters of crude oil. Yet, Nigeria does not supply oil to it's own people because it no longer has working crude oil refineries. So the country ships out crude oil to the world then buys refined oil for its own use (probably at a mark-up).

my knowledge on this area is really basic, but i asked my pops wtf and he basically said it wasn't in the interests of the people in charge to take on the expenses of setting up our own refineries.
(i'm sure it's not that simple, but maybe it is).
so in other words, the people at the top would rather eat good than think of the long term needs of the nation they were elected to govern.
at that point, I can't be mad at European oil companies who see an opportunity to come in and get guap (though i CAN be mad at them for the pollution they leave behind)
