Three police officers have been placed on paid leave after a 17-year-old girl with a history of mental illness was shot dead in the lobby of a Texas police station

Kristina Coignard entered the lobby of the police station in Longview on Thursday evening and used an assistance phone to tell a communications employees she needed an officer.

Officers responded to the lobby and 'were confronted by a white female who threatened them'.

Coignard then 'brandished a weapon and 'made threatening movements'. She was shot four times.

She was brought to Good Shepherd Medical Center and pronounced dead by a Justice of the Peace.

Texas Department of Public Safety officials have declined to identify the weapon, but Longview Mayor Jay Dean was told a 'female wielding a knife entered into the police department', according to the Marshall News Messenger.

Three Longview police officers were placed on paid leave after the shooting and the Texas Rangers were called in to investigate the incident.

Coignard was living with her aunt, Heather Robertson, before her death.

Robertson said her niece had been battling mental illness, including bipolar disorder and depression, and that the teenager had been hospitalized twice following suicide attempts,Think Progress reported.

She said Coignard 'was only violent with herself' and has questions about what happened.

'I think it was a cry for help. I think they could have done something.'

'They are grown men. I think there is something they are not telling us.'

In the wake of the Michael Brown shooting in Ferguson, Missouri, a resident has filed a lawsuit alleging that local police used excessive force in dealing with her unarmed, mentally-ill husband in 2011, ultimately leading to his death. In the suit, she calls for cops to receive better training on responding to those exhibiting signs of mental illness. I recalled reading earlier this year about police "confronting a rising number of mentally ill suspects," often with disastrous results, and decided to see how many specific examples I could turn up. This list is by no means a complete, simply the results of a couple hours of Google searching. I left out any cases I came across wherein the suspect/victim had a gun.

A (incomplete) timeline of fatal shootings of mentally-ill individuals by U.S. cops in 2014:

January 5, 2014: A North Carolina family calls 911 for help when their schizophrenic son, Keith Vidal, begins acting out. The 90-pound 18-year-old winds up dead.

January 25, 2014: Lodi, California, police officers receive a call from a woman who says her brother—a veteran with PTSD—is "going crazy." Less than twenty minutes later, her brother winds up dead.

March 16, 2014: Albuquerque officers fatally shoot James Boyd, a mentally-ill homeless man they're trying to prevent from camping in the foothills.

April 2, 2014: Matthew Pollow, a 28-year-old with schizophrenia and bipolar disorder, is fatally shot by cops outside his mother's apartment building in Boca Raton, Florida. In a statement, investigators say Polow charged a deputy with a screwdriver before being shot.

April 7, 2014: Tinoris Williams, a mentally-ill 31-year-old in Palm Beach, is shot in the head after struggling with an officer who mistakes him for a burglary suspect.

April 13, 2014: A Santa Clara, California, woman calls 911 to say she's suicidal. Police open fire when she answers the door holding a baseball bat, fatally wounding the 53-year-old.

April 30, 2014: Milwaukee police fatally shoot Dontre D. Hamilton, 31, a schizophrenic who is laying face-down in the park when police arrive.

June 6, 2014: A Norfolk, Virginia, family call 911 for help with their schizophrenic relative, 35-year-old David Latham. Latham winds up dead.

June 14, 2014: A Dallas mother calls the cops for help taking her schizophrenic son, 39-year-old Jason Harrison, to the hospital. Harrison winds up dead.

August 11, 2014: Los Angeles cops fatally shoot Ezell Ford, an unarmed 25-year-old suffering from unspecified mental issues. The circumstances surrounding the shooting are still unclear.

August 14, 2014: A 19-year-old Florida California woman with bipolar disorder is fatally shot by police when they mistake a cordless drill she is holding for an Uzi.

August 14, 2014: Phoenix police officers arrive at the apartment of Michelle Cusseaux, 50, to take her to a mental health facility under emergency court order. She has a hammer. She winds up dead.

August 18, 2014: Jeffrey Towe, a Woodland, California, man with "profound mental illness," is fatally shot after cops are called to his apartment building due to him screaming. Towe allegedly charged the cops with a knife.

August 19, 2014: St. Louis cops fatally shoot 25-year-old Kajieme Powell after he robs a convenience store of energy drinks and a pastry. Witnesses say Powell remained at the scene of the crime pacing and talking to himself until police arrived. The officers allegedly opened fire when Powell began walking toward them with a knife, shouting for the officers to "shoot me now."

I didn't click the link in the OP, but I've seen the video that was released

and initially it's just a much larger officer and this girl

the officer is manhandling her for about 3 minutes

the size difference between the 2 of them is almost comical

the question is

why didn't he handcuff her, during those 3 minutes

instead of just tossing her around the lobby?

I think there were 2 other people that entered the room (also, cops)

and then he kills her

So I'll give you female circumcision (just for shits and giggles because that's a part of African culture that didn't survive the 400 years). It's a blight, but I don't think it's detrimental effects have played into the cultural mannerism and behaviours of Americans of African descent the way the laundry list above has for the majority of whites.

Soooo yeah-- you were saying something about compassion?

Bratton on plans for ‘new patrol model’

New York City police commissioner Bill Bratton unveiled a sweeping new plan to redeploy officers in order to boost police-community relations, while also increasing the city’s counterterrorism efforts.

At a breakfast hosted by the Police Foundation at the Mandarin Oriental, Bratton announced 350 officers will be permanently assigned to rove throughout the city, with rifles and machine guns, in anticipation of possible terrorist attacks. These officers will also be used to assist on crime scenes, and help with crowd control and other large-scale events.

Previously, some of this work was done by officers assigned to local precincts throughout the city. Now, those officers will be able to stay in their regularly assigned precincts, enabling them to work in a more focused way on their beats, Bratton said.

Also, officers assigned to local precincts will see their work re-prioritized.

Bratton called it a “new patrol model for how we deploy resources.”

Though crime is down citywide, there are pockets where it is still a problem. Bratton said as many as half the officers working in local precincts have a “specialty role,” and are not in cars patrolling their sectors—subsections of a precinct.

The other half of patrol officers are often going from “call to call to call," Bratton said.

"They never have a chance to really have time to build relationships, to work on the problems in these distressed neighborhoods," he said. "They’re indentured to the radio, running from call to call, in a department that does not have enough police officers often times and not enough cars out there to handle all the calls as they continue to come in."

Under a plan created by chief of department James O’Neill, the NYPD will cut the number of officers assigned to specialty roles, and increase the number of officers on patrol in local precincts.

“We’ll assign them to steady sectors," Bratton said. "Having more patrol officers and sector cars lessens the tyranny of the radio and allows time for new, creative types of police work.”

The plan will start in two precincts in Manhattan and two in Queens, Bratton told reporters. He said this pilot program is similar to one he began rolling out when he was an officer working in Boston in the 1970s. It was so successful in his precinct, he was promoted within the Boston department to expand the program citywide. It never happened though, because Boston ended up laying off officers before Bratton’s plan could be implemented. Bratton also said there is a similar program used in the Los Angeles Police Department, which he led for seven years in the 2000s.

“For years we’ve been asking our officers to engage in the community, but we’ve never given them time to do it, or the training,” Bratton said.

Under the new plan, officers will be able to more easily follow up on past crimes, meet with community members, and build relationships with local residents.

“Cops will know their sectors and the citizens will know them. They’ll know the problem areas and the problem people. I truly believe when cops embrace their neighborhoods, their neighborhoods will embrace them back,” Bratton said during his speech.

After the speech, Bratton told reporters the redeployment of officers from specialty details to patrol assignments is a return to community policing.

“I think everybody will like the idea—City Council, it’s something the mayor’s been very supportive of, in our discussions with him,” Bratton said.

He added, “This is a way that we can, in fact, keep more officers in the precincts. It’s the equivalent of an extra car in most precincts every day and every evening.”

Last year, Bratton said he needed "in excess" of 1,000 more officers, but Mayor Bill de Blasio has so far not agreed to that request, saying he'll consider it as the budget gets negotiated.

Bratton said he should have an answer about whether he can grow the NYPD headcount in the coming weeks.
