There were a good amoumt of flights at that price (the lowest I saw was $550) it just depends on when you go. Unfortunately my bday is in June when prices seem to be the highest, but you can definitely find a $650 flight to london from jfk. I just use Google flights and click the calender so that I can see the prices for the entire month. Sometimes it's a lil off, but that's to be expected.
