Summons activity grinds to halt in Brooklyn
precincts affected by cop murders

In the week since the execution of two Brooklyn cops summons activity has
ground to a halt — with just one ticket issued in the two precincts most affected
by the murders, according to NYPD statistics.
Officers Wenjian Liu and Rafael Ramos worked in the 84th Precinct but were
on duty in the 79th Precinct Dec. 20 when they were shot to death while sitting
in their patrol car.
For the week concluding the next day, the two precincts issued 626 parking,
moving and criminal summonses.

But the execution sparked scores of threats against police officers — many
pranks, but a number of them valid ­ and prompted police to take extraordinary
measures, often sending several patrol cars to every 911 call, even for
seemingly minor crimes.
"Guys are on edge," said one police supervisor. "They're still angry at the
mayor and they're not about to do anything they don't absolutely have to do."
The latest statistics, which cover the seven days ending Sunday, show that just
one summons — for a quality of life infraction — was issued in the 84th Precinct. None were issued by officers in the 79th Precinct.
Citywide, only 2,128 summons were issued in the past week, compared to
26,512 for the previous week.
Arrests are also down for drugs, 115 compared to 523, and for guns, 14
compared to 35.Transit arrests, meantime, plunged from 662 to 20 and housing arrests
dropped from 258 to 65.
The NYPD did not respond to a request for comment.

I haven't seen anyone pulled over on Flatbush either.

When New York City Police Walk Off the Job

Many members of the New York Police Department are furious at Mayor Bill de Blasio and, by extension, the city that elected him. They have expressed this anger with a solidarity tantrum, repeatedly turning their backs to show their collective contempt. But now they seem to have taken their bitterness to a new and dangerous level — by walking off the job.

The New York Post on Tuesday reported, and city officials confirmed, that officers are essentially abandoning enforcement of low-level offenses. According to data The Post cited for the week starting Dec. 22 — two days after two officers were shot and killed on a Brooklyn street — traffic citations had fallen by 94 percent over the same period last year, summonses for offenses like public drinking and urination were down 94 percent, parking violations were down 92 percent, and drug arrests by the Organized Crime Control Bureau were down 84 percent.

The data cover only a week, and the reasons for the plunge are not entirely clear. But it is so steep and sudden as to suggest a dangerous, deplorable escalation of the police confrontation with the de Blasio administration. Even considering the heightened tensions surrounding the officers’ deaths and pending labor negotiations — the Patrolmen’s Benevolent Association has no contract, and its leader, Patrick Lynch, has been the most strident in attacking Mr. de Blasio, calling him a bloody accomplice to the officers’ murder — this action is repugnant and inexcusable. It amounts to a public act of extortion by the police.

And for what?

Let’s review the actions that Mr. de Blasio’s harshest critics say have driven the police to such extremes.

1. He campaigned on ending the unconstitutional use of “stop-and-frisk” tactics, which victimized hundreds of thousands of innocent young black and Latino men.

2. He called for creating an inspector general for the department and ending racial profiling.

3. After Eric Garner, an unarmed black man, was killed by a swarm of cops on Staten Island, he convened a meeting with the police commissioner, William Bratton, and the Rev. Al Sharpton, giving Mr. Sharpton greater prominence than police defenders thought he should have had because Mr. Sharpton is a firebrand with an unsavory past.

4. He said after the Garner killing that he had told his biracial son, Dante, to “take special care” in encounters with the police.

5. He generally condoned the peaceful protests for police reform — while condemning those who incited or committed violence — and cited a tagline of the movement: “Black lives matter.”

The list of grievances adds up to very little, unless you look at it through the magnifying lens of resentment fomented by union bosses and right-wing commentators. The falling murder rate, the increased resources for the department, the end of quota-based policing, which the police union despised, the mayor’s commitment to “broken-windows” policing — none of that matters, because many cops have latched on to the narrative that they are hated, with the mayor orchestrating the hate.

It’s a false narrative. Mr. de Blasio was elected by a wide margin on a promise to reform the policing excesses that were found unconstitutional by a federal court. He hired a proven reformer, Mr. Bratton, who had achieved with the Los Angeles Police Department what needs doing in New York. The furor that has gripped the city since the Garner killing has been a complicated mess. But what New Yorkers expect of the Police Department is simple:

2. Don’t kill unarmed people.

i dont even know how they come up with a speed "limit" for the roads
i know for freeway bridges and turns it has to do with physics
but just regular ass streets
i dont know how they determine if 25, 30 or 35 mph is best
maybe distance it takes to come to a complete stop from those speeds?

You don't have to be speeding to get pulled over for "speeding" anymore than you have to have a broken tail light to be pulled over for a "broken tail light". Traffic stops don't need a real reason to occur. The cop just needs you to be a good bet that he finds *something* to charge you with after his initially made up reason.

Case in point? When I moved to my current location and started working, I drove a beater. 95 Nissan Sentra. For the 9 months that I had it while I was out here, I got pulled over 5 times. One of those times I was genuinely speeding like an idiot and got caught. It is what it is, and what it is in on me.

The other four times resulted in "warnings". Twice, they requested searches that I consented to just to avoid generating suspicion by mere virtue of knowing my fucking rights, but they found nothing and my name & DL came back clean.

That car broke down beyond reasonable repair, my then-fiance traded her car in for a Corolla, which we shared. I got pulled over once, the officer wanting to know what I was doing in the thrift store parking lot before I pulled over.

Well, I was leaving the thrift store. He was "concerned" that I sat in my car for an "unreasonably long time", whatever the fuck that means, before I drove away, and I was calling my wife to see what she wanted me to pick up for dinner before I left.

We then traded up to a Camry and I haven't been pulled over since. I don't drive any differently and I drive in the same exact areas at the same times as my previous stops.

So... I mean... the '95 beater probably made them think there was a good chance that I'd be on parole/probation, or perhaps they'd "smell marijuana" or whatever. I dunno, but it's just strange that the better my car got, the less I got pulled over. You'd probably call it a coincidence but I've known enough cops, read enough incidents, and seen enough video to know that these people do play the odds in hopes of catching a live one.

I say that with tongue in cheek but what kind of shit is he getting done? Improved food truck ordinances for downtown Austin i.e. local level stuff? Changing the police through legislative channels is a hail mary pass at best. Niggas (as we like to refer to ourselves) do know how to work the system and there are community organizations out there doing just that, but you can't really work a system that was never designed to support you. The system was designed from the start to work for your uncle in law.

for me,
lived in harlem's 28th precinct
i didnt really see too many cops around my way
i mean i saw them
but not like when i went to the bronx or certain parts of bkln

over there i would see WAVES and WALLS of cops
like it was more police than pedestrians

i never paid any attn to nypd when i lived there

although, one time i thought the detectives were coming to get me as it was a case of mixed up identities by the super in my bldg
it was the "other" black guy with dreads in the bldg
he lived directly below me and got us mixed up
had me fleeing to boston for a few days while i straightened that shit out over the phone

so i sat in Boston while these calls were going back and forth to finally clear my name

but the NYPD det was acting like a STRAIGHT DICK
in his mind i was guilty until proven innocent

It is going to take some time before people start changing their behaviors based on the lack of enforcement. Hopefully it doesn't get to that point.

I'm not a fan of the quotas, harassment of minorities in the hopes of catching a criminal, ticket/summons blitz we've been accustomed to, but i don't think this opposite extreme is the answer either.

Like most problems/conflicts, a reasonable middle ground needs to be met.

Honestly it's so pathetic that the loudest people in the room are the most extreme

Lynch and the cops who buy into his bullshit are truly coming off like entitled children

On the other hand, I was notified there was actually a rally in support of Ismaaiyl Brinsley in asking people to stop portraying him negatively smh

There's also a big protest planned for tonight so I don't think the drums of 'war' (according to Lynch) are going to get any quieter anytime soon

If cops 'let' crime go up? That's on Bratton. De Blasio deliberately brought him on to keep crime down while police practices in NYC are humanized dramatically. Keeping crime in check is really his realm of responsibility.

I walked behind a row of like 10 cops parked in their scooter by Grand Central yesterday, with my hands in the breast pocket of my snorkel...all of them dudes turned they head and looked behind them. THEY aren't out there fishing for infractions and either lucking out on someone with a blunt on them or successfully antagonizing someone just enough that they wind up with a charge for "resisting" or "disorderly conduct" and justifies an encounter that began as a fishing trip.

They're avoiding the petty shit and taking a break from literally manufacturing charges for whatever they can find. That isn't to say that there isn't some true-blue crime being committed in the mix,but there's an awful lot of shit cops just flat out create themselves.

The "middle ground", wherever that is, will eventually find itself if this continues for an extended period of time, regardless of initial reactions.

Also lost in their little tantrum is the fact that they've given themselves a break from being videotaped in their plentiful acts of bullying. You know, like the guy who ran up and started punching an already handfcuffed teenager? Or the dude who slapped that guy for literally doing nothing but exercising his right to deny the cop a warantless search of his vehicle? Yeah, when cops have a tantrum and decide their no longer doing anything "they don't have to", they're really doing two things more than any other:

1. They stop their shakedown schemes. No more fishing, no more stop and frisk, no more throwing shit at people to see what sticks. The result? Less jail time, less fines, less criminal records being created for people. Less lawyer fees for both the citizen and the state, less barriers to gainful employment being created, less people being imprisoned for dumb shit like drug possession, less tax payer dollars being spent on all this injustice, etc. Pretty much a net gain anyway you slice it.

2. They get a reprieve from constantly getting their hands caught in the cookie jar. The streets now have the ability to watch back now. The tide of citizens fed up with being baited, trapped, antagonized, and shaken down is finally swelling to a noticeable point despite the incredibly inept sham of a legal system that continues to coddle these scum fucks by refusing to indict, biased jurors who refuse to convict, and sentences (if they get that far, obviously) that often pail in comparison to their civilian counterparts. This tantrum is a net gain for us (NYC people in this particular case, but you get my drift) AND them, and I think they know it. They stop fucking around and there's exponentially less opportunities for the people to catch them fucking up.

This definitely not a zero-sum game and the people of NYC come out ahead overall.

We know that it didn't immediately turn into lawlessness. Maybe well down the road there is a noticable uptick in crime. Maybe there is an uptick that isn't noticable. Maybe the uptick is so far down the road that people don't associate it with the work stoppage.

Maybe none of that happens and people realize that Giuliani and his tactics didn't really have a lot to do with the dramatic drop in crime rate.

Maybe they don't do there job and something really ghastly happens and everyone blames the police for dereliction of duty.

Who knows how this is going to turn out. Definitely not the police.

My hope, as should be everyone's hope, is that this does not turn out like the police expect.

Not that something bad will happen necessarily
But NYE being used as an example for whatever perception or negotiation they want to do next contract round

All it will take is for people to complain about very simple things happening in abundance
The recent piece on YouTube on the LES being a party zone
All you need is to show NY in its entirety being a giant drunken party zone
And people complaining about it

as an officer because he doesn't like the pressure he gets from the unwritten quotas, so I would imagine this is something that's being done from the lower rung of the officers and not something that's officially stressed from the upper brass. If I'm wrong in that assumption, someone let me know. I wonder how long the non-citation stance will last if my assumption of upper brass wanting numbers/tickets to remain at a set standard.
