of course she can't pay you because she's broke and unhoused, no matter how much money she has or had she's still unstable. Asking for money from a homeless person with kids seems like a fools errand and not exactly altruistic not matter how it's sliced.
I can see charging to make sure she came and got her stuff so she didn't think she could leave it there forever, but nothing about this person's past actions show any evidence that this would work out any other way. It's been a week. People typically aren't stable one week after an eviction, even if they manage to find a place to lay their head.
