And implementing them. Local and national both. Their frameworks surely include campaign development, base-building plans, advocacy plans, media plans, fundraising plans, etc.

Starting something from scratch is sexy but, unless you *know* there isn't already a group with infrastructure working on the issue that is important to you, it is just ridiculously inefficient.

And if there really isn't, are you prepared to put countless hours of unpaid time into being a part of creating something--sacrificing free time, family time, etc.--when you might not see a tangible benefit for years? These things are *really* hard to do well.
