Dude is either eccentric or maybe on disability. He's clean and dresses sharp. He's just always in the road.

The homeless around here stay out of the street in 99% of the cases - but sometimes they cross slowly just to make sure they haven't turned invisible.

Most of the time people look away form the homeless - I'll bet it makes you feel invisible and unseen being homeless and no one talking or looking at you. Sometimes stopping traffic might be what you need to do.
