The 49 members of Congress and 182 senior congressional staffers who violated the act did not violate the Act by insider trading, but rather violated the Act (or more accurately were not in compliance with the Act) by filing late paperwork.

To treat their violations as tantamount to insider trading is not doing anyone any good.

I don't know if you actively withheld that important piece of information or didn't know it.
