from what i have read there were several new things being tried with this bridge so many points where it could had failed.

it also looks like the bridge was recently placed there but it was not yet finished. i read it was scheduled to be completed in 2019.

last i read the support cables were loose and they were in the middle of testing them, after adjusting them, when this happened. if so, why wouldn't they block off the street while testing??
