Because their end goal isn't drivers, it's self driving and automation.
Which is against what's good for the environment, against accessibility for the poor/ elderly that can't do everything digitally, against public transportation which provides jobs for minority, against regulations and taxes which benefit the public infrastructure for people.
Uber may have a short term benefit. But it is still the enemy. And they're not just in the business of easy rides. They'll do whatever it takes to get "stuck" in bigger markets.
Similar to how the isps own the telecoms even though taxes paid for the building of that infrastructure.
