I was listening to a program a few months ago that said these were more or less pointless because the role isn't ingrained into the system so no one knows to actually ustilize them. It's been done before and always as bandaid. It was either the same or a different report that was tlaking about how the civilian review board is onlyempowered to make reccomendations and something like 95% of those are completely disregarded because they are handed into the same system of folk who are under investigation.
