are completely diff systems. decatur city schools, from my understanding, is funded by the city of the decatur (system wide charter schools), not the county of dekalb. you have to live within a certain zip in order to attend decatur city schools. otherwise you'll to pay. even then there are limitations based on current school population.

we all know there is a world if diff from downtown decatur and the rest of dekalb, especially south dekalb.
