at least not as a king. the witch manipulates him, his wife just "yes sir"s him, and defers to the witch, Davos is frustrated that he doesn't listen to reason, and so unaware of how he's being manipulated....
he's probably more fit to lead on the battlefield, but not civilians. he's too fixated on that 'rightful heir' thing you mentioned that he has zero self-awareness
