I think Sutter might be of the mind that some of these characters have already been established. It's been self-referenced on the show at least once with "Tig territory."

Whether or not that is a safe bet on his part is up for discussion, though. I'm probably more with you after this season, there wasn't much real growth, just everyone becoming more MC-minded.
