I mean, it's literally the scene right before Brody goes to see Akbari. They literally cover the "logical" "note" about Akbari being paranoid in that scene.

Like, seriously, they have the actress playing Abu Nazir's widow literally say, out of her mouth, "Oh, he's a very private man," which is Brody's cue to set up the meeting by saying he has important dirt on Javadi, which came on the heels of those assassin cats trying to kill him at temple. He used Abu Nazir's widow's trust in him to get to Akbari.

It's implied that she made the call to Akbari to set up the meeting.

So, yeah.
