normally you'd think he's using some type of mindgame tactic, but nelson's just a loon

also, i think nelson's supervisor getting some pressure from nucky's washington friends because he doesn't seem all that anxious to get nucky. at first i thought the other agent was stalling just on his orders, and not straight from nuck. maybe it's all connected. we'll see
