the guy Eli beat to death wasn't the current or former mayor, he was a ward-boss under Nucky (the one who got spit on and knocked-out by the Dalessio brothers last season when he was making his rounds). Nucky mentions his absence ("O'neil's off hiding") in ep7 during the scene where he's talking to his lawyer about his case.
