He was saying that he deserved a chance to build the Tonight Show as he saw it. The same chance he's now denying Conan, who, BTW, doesn't have the benefit of ER or Law and Order keeping eyeballs tuned to NBC.
Nope, Conan has Jay Leno's Tankfest 2010 as a lead-in. NOPE! Jay tanking!
