maybe it was a mutual agreement between all the gangsters that everyone would keep their money in that one bank and that would be the ONE bank that nobody ever robbed.

i like this premise of joker baiting all the mobsters and gangsters to help him hunt down batman. its sets up a stong threat right off the break - unlike in batman returns where you have to wait 1/2 thru the movie to find out the evil plan of the penguin is to have his army of penguins kidnap the kids of gotham (yawn)
