Cap and nem have got to be in on the secret. It's just US who don't know shit.
What was so genius about that scene was that ALL of those dudes were in disguise (peep Steve Rogers and Hercules looking like The Village People), so even though we saw fake-DD unmasked, we still have no clue whatsoever as to who he *really* is. The red hair was probably a wig.
