All of his movies suffer from it. The concept of the scene is boring to start. This is Batman and he's got untold amounts of cash to throw at these scenes and all he comes up with is that some cars crashing and a car getting shot at will be exciting enough. The chase scenes in the Bourne films are far out of Nolan's grasp and he has more exciting characters, more technical resources and source material to draw on. Don't blame the editor.

His camera is content to just observe the action rather than take part in it. I just don't think he cares about it at all. Youtube videos from Grand Theft Auto are more exciting than the shit Nolan comes up with.

Nolan just isn't very adept at action.
