YES! Batman took the fall because Harvey Dent was supposed to be a
catalyst for positive change in Gotham within the confines of the law.
After Dent's accident, he became the antithesis of that. So to not let
Dent's legacy be that of Two-Face, Batman took the heat and let Dent
die a hero. I don't even see how this is a question.
