He was in no way messed-up or otherwise trying to stay true to the Jedi way. He only wanted palpatine arrested because he figure he would still have a chance to learn how to keep those he loved from dying and still remain a Jedi. He was selfish. Everything he did was for himself. Which is the way of the Sith. Ironically it was his selfish actions that caused padame's suffering and death.
