I don't think Roger Garcia has a hand in it but it has a very good reputation nonetheless.
The thing about Garcia is that he's like good friends with all these directors. So he gets access to films that other people don't. I was complimenting him on his choice of Goodbye Dragon Inn and he said, "oh yeah, wasn't that funny? Did you see the original? That was made by my friend King Hu." I'm like whoa your FRIEND?
And I mean, the whole conversation was like that. And then I suspect the reason we got those couple of films that I really wanted you to see that SIFF didn't get (Ad Lib Night and The Old Garden) is because of him. I mean, I know he brought both of those to SF.
