I "think" Joker said Harvey's address first and then hers. With the first one being 250 something.

Batman says he's going for Rachel, and you hear Gordon in the background repeating that 250 something address, meaning the cops think they're going for Harvey.

But that's after two viewings and me trying to remember. The movie didn't make it clear enough.

1) Batman didn't look surprised at all. And maybe that reaction is on the cutting room floor. He just kinda goes in and grabs dude. Any momentary pause people are picking up on (I don't see it) could just as easily be Batman visually taking in the bomb setup.

2) If the Joker did trick them, then why didn't they tell Harvey that? All this apologizing and watching your kids get assaulted. Just be like "dude we sent our best man to get your chick, he gave us the wrong address." Gordon DID kinda have something to apologize for because he didn't listen to Dent about the dirty cops, but Batman, when given the opportunity to explain what happened, talks about how the Joker wanted to prove a point or something about the best of us being vulnerable yadda yadda yadda. He doesn't mention getting tricked at all.

3) If it was a big joke, then you gotta give a scene or some dialogue with the Joker wallowing in satisfaction. He notes that he sees a connection between Rachel and Bats but he never gives any later indication that he tried to trick anybody.

4) It doesn't fit with Joker's M.O. in the film. He straight up gave people horrible choices, but they were honest choices, "fair" choices if you will. If the M&A lawyer had been shot, maybe the hospital wouldn't have gone up. If they'd flipped the switch on the boats, that other boat probably woulda been blown up. The only time he "tricked" anyone was with the SWAT team. But that wasn't really a difficult choice for them to make at all. Of course they were going to shoot the guys that appeared to be criminals.

That bit with the addresses and Gordon in the background is the key. It probably explains it, but it's a VERY quick moment. They could have handled this better and they probably did in the 3 hour cut.
