Of course Batman could beay anyone based on how he is written. He is the hero, the star of the story. DC isn't writing stories about how their most popular character gets his ass kicked, they write stories in which he always wins. Even when he loses, like you said, he regroups, formulates some bullshit plan, and comes back and wins.

Based on his actual abilities, most superheroes would hand Batman his ass. He can't beat shit.

His opponents are written so that they lose. It's never a fair fight. That's why the Batman fanboys argue he could beat anyone and the non-fanboys know that Batman would get stomped out.

That's kinda pointless because anyone could post a way for anyone to beat anyone, because nothing is impossible in comic books. I'd rather argue about what would -probably- happen, or what is likely to happen, based on their actual abilities.
