If a group of private citizens choose to segregate themselves, that's fine and perfectly constitutional - i.e. all black social club, all black business, all black college etc. The government, however, CAN NOT and should not segregate.

Hell no. As I've said, segregation can be a personal choice, but should never be enforced by the gov't.

It's hard to see how they could be worse off, but I don't believe racial heterogeny is the root cause of any of their problems.

I don't believe this would be a sound policy, if by 'european' you mean 'white' and by 'african' you mean 'black'. Although I would support assimilation into european CULTURE for people of all races in Europe and assimilation into african culture for people of all races in Africa.
