That's not true. The electoral college is based on population of each state. So Florida gets 25 votes while Maine gets 4.

First remember that the Consitution gets amended not changed. And yes this process can take a long time, but I believe that it could be done by the next election.

How I see it, it's an ideal who's time has come. Somebody with start the change, we can be that someone.
