Hermain Cain was right in the middle of the race for the nomination at the time of the scandal.
His number 1 qualification was his nuance and intellect; he was black, ugly, old and never in office. Literally his main quality was that he was actually smart. I saw every debate and even racist ass crackas liked him for that reason, and this coming from a guy whose politics are left of Ralph Nader's.
If you want to talk about poor preparation, talk about Rick Perry -- being an ill-prepared mushmouth idiot is his claim to fame
Rick Santorum is literally only relevant because he's youngish, handsome and hates homos. He never, ever, ever came prepared (still doesn't); all he can say is that "well, I'm christian and hate homos."
Cain would not have won the nomination but was a formidable player for a reason. He had a lot of Romney votes; he was considered Romney-like (smart w/economic cred) but had the christian conservative street cred. Like I said, it wouldn't have lasted, but it definitely could have thrown a wrinkle into the primaries.
He was the only one of the nominees dropping concrete numbers, and his 9-9-9 shit was not only more moderate than a lot of democrats, it was ballsy because he put his ideas(flaws) out there for people to see...none of the other noms have done that to *this* day
But to really know about Cain's relevance, you'd have to know about Hilary Clinton's Healhcare plan during term 1 of her husband's presidency (you don't know anything...again: READ).
Hermain Cain was a pivotal figure in the demise of her healthcare proposal, which was about 3000X better than than Obamacare; one of the strangest (and most unfortunate) eras of modern American politics, and the one that signaled the early beginnings of the Bushites and the tea party (Newt claimed power in 1994, which gave the anti healthcare movement its political legs...Cain, however played a big role. I'll let you google your way to figuring out why. I'd prefer you sit down and read some actual articles, and god forbid, a book).
