First, Vince allowed wrestlers to be on steroids as long as they were prescribed by a doctor (which is partially legit since roids do help heal injuries faster, and has been prescribed for a number of athletes that are hurt).

However, you can see guys getting muscular again. Edge, Chris Masters, Snitsky, etc are back to their previous tones and definitions. There's no question in my mind that Benoit was too.

Then on top of that, Vince stopped the open suspensions punishment and turned it into private fines. I think this was after Orton was punished after last year's WM.
