My guess is that DCForum uses a database and a server-side application that spits out HTML files as new posts are made; therefore each time a new post is made it has to update the database AND update the static HTML page at the same time. I believe this extra step causes the site to become unreasonably slow at peak times, because not only is tne database constantly being updated, so are the static HTML pages created by the DCForum each time a post is made. DCForum just recently released a new version that runs on PHP/MySQL, I think going with this new version that updates a database and creates pages on the fly would speed up the site significantly during peak hours.
