In 2005 things are just a bit more subtle than they were in 1955 or earlier and here's why:

America has ALWAYS had a high tolerance for Black suffering and Black pain (Jesse Jackson said this last night on CNN). Look at all the years it took for slavery to end and then the 100 years of Jim Crow. It takes whitey a looooooooooong time to finally wake up say "this ain't right".

I don't necessarily believe that the powers that be said..."let them niggers suffer for 4 days" but what we saw happen in NO is definitely fueled by the indifference of a white America that sees Black pain and suffering as "normal". If the overwhelming majority of of the disaster victims were white, there would be an immediate connection that would lead to compassion and empathy.
