My old instructor was careful to make the distinction between what you can do on the mat and what you can do in the street.

You can roll ont he ground and wait for your opponent to make a mistake on the mat that will allow a submission but, in the street, he's probably got a friend ready to kick your face into outer space.

As bad as my instructor was, he still said you avoid fighting unless it's absolutely necessary.
