there are 2 ladies on stage when the winner is announced - Miss USA and Miss Colombia. Miss Colombia won the title and Miss USA is the 1st runner up.

you will see that the host doesn't announce the first runner up until AFTER announcing that Miss Universe is Miss Colombia. and the announcement of the 1st runner up is basically an afterthought.
